Community Association Partners is dedicated to offering the best value in management services, consulting, and developer services to condominiums, townhomes, and planned unit communities in Oregon and SW Washington.

Ed Hamilton

Mr. Hamilton brings a unique level of expertise to CA Partners. He has an extensive background in business, particularly business development and customer service. Ed has been integrally involved with the real estate industry for many years, and his apt experience and understanding of this industry make him an implicit asset to both CA Partners and their clients. He devotes much of his time to working with developers, attorneys, and community leaders in order to make a real difference in the HOA industry.

Mr. Hamilton has also been recognized by the Faculty Group for his knowledge relating to the long-term sustainability of communities. Ed Hamilton always brings his extensive business and customer service background to CA Partners endeavors, and has a goal of making every community he works with a wonderful place to live!

Keith A. Gustafson
Senior Vice President

Keith has an extensive background in the construction industry, including single family homes, surveying, and facilities maintenance. He also has had the pride of owning his own business for many years, has been focused on doing the right thing for the customer, and making sure to provide the best value. He is passionate about the opportunity to serve homeowners and boards and takes great pride in building long-term relationships with his clients.

Mr. Gustafson’s experience working with developers over the past couple of years is a real asset to CA Partners. He will continue to make sure that the developers he works with are given the attention and commitment they deserve as he performs their reserve studies, maintenance plans, initial operating budgets, and general support and guidance. Keith’s attention to detail and commitment to excellence are valuable attributes as he guides developers through the increasingly complex path to condominium and planned unit development

Wes Finchum, CMCA, CAMP
Community Manager

Wes is in his eleventh year in the community management industry and is a Certified Manager of Community Associations (CMCA) and Community Association Management Professional (CAMP). He has been deeply involved in serving the industry, including Chairing the OWCAM (Oregon Washington Community Association Managers) Education and Certification Committee. Along with this, Wes has spoken at events held by CAI (Community Association Institute) and been involved in community association training for groups such as Habitat for Humanity.

Wes is married with an amazing wife and four wonderful children. His favorite things to do are spending time with family, studying music, reading, and volunteering in his local community.

Colleen Rathka, CMCA, CAMP
Community Manager

Colleen Rathka is in her 19th year in the property management industry. She started out as a leasing agent for a high end apartment complex in downtown Portland and moved on up into management. From there, eight years ago, she plunged into the world of HOA’s. She has achieved her designation of Community Association Management Professional (CAMP) in 2011.

In her spare time, she enjoys spending it with her husband and son, trips to the sand dunes, laughing with good friends, or reading a great true crime novel.

David Hummel, CMCA
Community Manager

David has worked managing Home Owner Associations for 14 years. He has managed some of the largest and smallest in Oregon, Washington, and Montana. He enjoys the challenge of HOA’s that have unique common elements and leading Board’s of Directors through difficult situations and bringing them to a successful conclusion.

A little about his personal life, Sign Language is his second language and he has traveled to many foreign countries to do mission work over the years. He plays the piano and guitar and enjoys singing, playing, and recording music. Other interests include scuba diving, hiking, traveling and exploring new places and things. He has fun spending time with his family and just enjoying life.

Aubrey Bellowes, CMCA
Community Manager

Aubrey has been a Community Administrator for CA Partners since April 2015. Since graduating from George Fox University in 2013 with a Bachelor’s degree in Biology, she had been searching for the perfect administration job that would use her business and customer service skills. Aubrey has quickly taken to the industry and strives to be a main point of contact for homeowners to reach out to with questions or concerns regarding their Association. She is described by her co-workers as a professional, thorough, tenacious, and outgoing person.

In her spare time, Aubrey enjoys spending time with her husband, and three “children”- “Zoey” the dog, and “Sam” & “Kira” the cats. She grew up on the Oregon coast near Tillamook and enjoys heading back home to spend time on the beach with her parents.

Kathy Cody

Kathy has nearly twenty years of accounting experience in a variety of business environments, both for-profit and not-for-profit, including several years as bookkeeper for a large metro area homeowners association. In her work, she is adamant about streamlining processes and implementing accounting procedures that consistently provide financial reports that users can rely on.

In her free time, she is a Master Gardener with a particular interest in native plants and creating backyard wildlife habitat. She is also an avid white water kayaker and enjoys birding, hiking, and other outdoor activities.

Heather Clot
Office Manager | Community Administrator

Heather graduated from Portland Community College with her Associate’s Degree in Business Management and in the future, she plans to attend Portland State University to obtain her Bachelor’s. She started with CAP in the Accounting Department in early 2014 and has since become a Community Administrator as well as the Office Manager.

When she is not at her desk, you can find her riding her purple Harley Sportster, hiking, practicing yoga, taking road trips with friends, going to concerts, or spending a day a the river with her 2 dogs, Shelby and Harley.

Isabelle Lopez
Community Administrator

Isabelle joined us in July of 2017, bringing her background in association management and community event planning to our company. She has spent the last seven years in luxury sales, customer service and social media. We are proud to announce she is our newest community administrator.

She spends her free time with her husband and their two daughters. She enjoys hiking, family adventures, and working on computer projects. You’ll find her family at ORSU Rugby matches in the Spring and Fall.

Shannon Hylton
Community Administrator

Originally from Baltimore, Maryland Shannon relocated a few years ago bringing nothing along with her but a suitcase. She is now happy to call Portland home. She has worked as an Office Manager for the past several years in the Fine Jewelry Industry and is excited to pursue a new career in Community Management. Shannon has a passion for Fine Arts, Cooking, and enjoys exploring the beautiful Pacific North West.

Dana Christian
Front Office Administrator

Dana Christian recently joined the CAP team after nine years in the residential mortgage industry working as a loan processor starting as a front desk receptionist/junior processor and moving on to become a senior processor/loan coordinator. The business relationships built with underwriters, loan officers and other business associates was one of the most satisfying aspects of her career, and she is excited to begin that journey again in the world of property management.

In her spare time, she enjoys spending time with her friends and family, learning new languages, cooking international cuisine, reading historical biographies, and volunteering in the community.
